Project Title:   Relationship Between Citizens and Commune Councils in Local Development
Project Location: in 19 provinces.
Project Duration: 2008 – 2010.

NICFEC is pleased to present this project for the public forum and film show which supported by the Asian Development Bank (ADB) through Commune Council Development Project, phase II.

A specific goal of the project is to provide a platform for dialogue between citizens and commune councils and to help increase civic participation in commune affairs, improve access of information, accountabilities with regard to commune involvement, governance and promote gender mainstreaming on commune level. We firmly believe that the project, if carried out, will advance and strengthen the democratization process with focusing on women and children issues at local level.

400 local public forums are being organized in 19 provinces, encouraging women to advocate their voices directly to their commune councilors for their needs and concerns. Each forum will be conducted in the selected area with the expected participation of around 250 people. It will be facilitated by NICFEC staff with commune councilors and representative of DoLA (PoLA), Local NGOs as speakers.

In addition, the leaflet will be distributed and film show will be conducted as the part of public awareness campaign on decentralization and good governance in order to provide them the concept and overview to encourage their comments and brainstorming in the forum.

1. Strengthening civic participation in local development.
2. The act of using Commune Hall as public place.
3. Children and women committee.
4. Settlement of a dispute in commune level.
5. The right of citizens and commune councils.

Forum and Film Show step:

            Each forum will be conducted during a half day starting from 7:00 am to 11:10 am.
